Whistleblower Chaz Stevens Launches Nationwide Investigation into Allegedly Fraudulent ESA “Letter Mills”

BOCA RATON, FL — Whistleblower and civil rights tester Chaz Stevens, known internationally for compelling Florida Gov. Ron DeSantis to roll back his controversial book-ban law, today unveiled To Catch An ESA™, a project targeting Emotional Support Animal (ESA) letter providers.

Stevens followed his announcement by submitting a detailed, 24-page investigative report, Wellborn Revisited, to Florida State Rep. Dr. Anna Eskamani, co-sponsor of Florida’s landmark 2020 ESA legislation. The report expands upon Attorney Paul (“Pete”) Wellborn’s seminal 2018 report, which first exposed widespread abuses in the ESA industry. Stevens specifically highlights troubling practices by providers including TouchESA, EasyPetsYes.com (operated by Dr. Bobby Tinner), and psychologist Dr. Carolina Estevez, who allegedly issued ESA letters without proper clinical evaluations—potentially violating HIPAA, the Florida Deceptive and Unfair Trade Practices Act (FDUTPA), and Florida’s ESA statute (§760.27).

Leveraging tactics that previously forced Gov. DeSantis to revise censorship policies, Stevens is now pursuing legal action against ESA providers across Florida and preparing a groundbreaking federal, multi-jurisdictional RICO lawsuit against a very prominent national ESA letter mill.
