BOCA RATON, FL — Whistleblower and civil rights tester Chaz Stevens, known internationally for compelling Florida Gov. Ron DeSantis to roll back his controversial book-ban law, today unveiled To Catch An ESA™, a project targeting Emotional Support Animal (ESA) letter providers.

Stevens followed his announcement by submitting a detailed, 24-page investigative report, Wellborn Revisited, to Florida State Rep. Dr. Anna Eskamani, co-sponsor of Florida’s landmark 2020 ESA legislation. The report expands upon Attorney Paul (“Pete”) Wellborn’s seminal 2018 report, which first exposed widespread abuses in the ESA industry. Stevens specifically highlights troubling practices by providers including TouchESA, EasyPetsYes.com (operated by Dr. Bobby Tinner), and psychologist Dr. Carolina Estevez, who allegedly issued ESA letters without proper clinical evaluations—potentially violating HIPAA, the Florida Deceptive and Unfair Trade Practices Act (FDUTPA), and Florida’s ESA statute (§760.27).

Says Stevens. “These operators have built their industry on questionable practices. It’s time they met accountability: leather, size 12, BOHICA.”

Leveraging tactics that previously forced Gov. DeSantis to revise censorship policies, Stevens is now pursuing legal action against ESA providers across Florida and preparing a groundbreaking federal, multi-jurisdictional RICO lawsuit against a very prominent national ESA letter mill.

“Google me, then get ready to explain your business model to a lawyer. My plan is straightforward: Deplatform, blacklist from VISA, remove from Adwords, have you criminally investigated for fraud. Your scam is about to run out of road.” notes Stevens.

This latest initiative extends Stevens’ record of impactful activism, including:

• A pro se federal civil rights lawsuit (42 U.S.C. §1983) against Florida State Rep. Chip LaMarca for suppression of free speech.
• Leading a prominent training session at Netroots Nation 2025 this week, teaching activists how to effectively use bureaucracy and media pressure.
• Another Federal pro se civil rights lawsuit. This time against the Broward County School Board, successfully addressing viewpoint discrimination and reinforcing First Amendment protections.
• The widely-publicized Festivus Pole campaign, challenging religious displays on public property and enforcing church-state separation.
