What was up with i95 southbound Oakland Park to Sunrise last night?

They had the highway dump off on Sunrise, traffic was stopped after Oakland Park, took 50 minutes to make it 2 miles. No signs warning of this until AFTER Oakland Park Blvd, too late at that point. It looked like construction because of all the cones and signs, but man, that sucked. Lol
