Weird solicitors approaching people at FIU for fake 5 star reviews?

Recently in FIU, and even in the mall, I've been seeing random solicitors coming up to people and asking for 5 star google reviews on "their small business"? I've seen these guys literally lurking and approaching people, every time it's a locksmith business or roofing business. I don't actually give these guys any reviews, but my friends have and these solicitors have been extremely pushy and even told them what to write in the review.

Is this some pyramid scheme or what's the jist of collecting fake 5 star reviews? Are there several "businesses" doing this?
