Homeless Encampment in Neighborhood

A vacant lot in my Ft Lauderdale neighborhood has become a homeless encampment. The city won't do anything because the owner of the land cannot be reached. Garbage is piling up and human feces can be smelled coming from the lot. My neighborhood is at a loss on this matter, can anyone help? Thank you.
