What is with the huge train that blocks all East-West movement every morning around Northwood area/downtown?

I really don’t understand it? A huge train comes to a complete stop for half an hour, blocking all the east-west corridors from 15th street to almost Blue Heron, almost every single morning around 7am. It’s the most frustrating thing ever. It cuts off everyone east of broadway from the hospital! How is this allowed every single day? After being 30 mins late to work and arriving to work pissed off for the 30th time since moving here I’m wondering - what is the deal with this fucking train?!
