South county park boat launch permit

I recently bought a boat that I have not yet gotten titled (appointment with the DMV is May 20). From what I’m reading in order to use it at South County Park I need a permit which I can only get once I have it titled. Anyone know if this is actually enforced, or if there is a grace period maybe? I am wondering if I can use the boat launch before I’m able to get the permit or if I really need to wait
