Sandbag availability during non-emergencies?

I know sandbags get offered during emergencies like oncoming storms, but do counties still have sandbags during non-emergencies? I'll take the bags and go fill them up at the beach myself, I just need to weigh something down and don't want to buy cinder blocks.
