Need advise on flying into Mexico

Anyone has similar experience with the FMMD form application online ? I submitted my details 2 months ago and my trip to Mexico City is coming up November 4 but their website still could not generate the FMMD form. I read mixed reviews online some saying the immigration does not check and some say you get a fine or denied entry without the form. It's my first time travelling to Mexico.
