Is this storm normal?

Hi! Just moved a week ago and surprised this storm, (power is out in our building, constant lightening for hours) didn’t make more news or warrant more warning? 5 inches of rain in a day? Where I came from, this would have been an emergency.

How often is a storm like the one on Sunday a thing?
