Install baseboard before or after carpet is installed?

I'm finishing our basement and the room is now framed/drywalled/painted.

I'm planning to get carpet but should I install the baseboard moulding before or after? I've seen different opinions online.

If I should install them before, how high off the ground are they installed? The drywall was installed about 1/4" (or so) off the floor.
