DMV didn't register BDI course 3 years ago. Now license is canceled.

Anybody know where to even start? I contacted the Clerk of the Courts and comptroller and they sent me to the FLHSMV hotline which keeps on saying call back later, all lines are busy. With lines at the DMV making the news, I rather not go to be referred to another office after 12 hours of waiting. My mom took the course in 2022, submitted the certificate at the office in Mall of Americas and a cop pulled her over last Friday and threatened to take her in because her license was canceled because of this. Does anyone know what to do? Thanks in advance.
