Camera ticket !!!!!!!

2 cars in the picture how do they decide who get the ticket? How do they determine in 1 second video clip? On the first clip it’s showing only the blue car license plate first and in the second clip it’s showing both 2 cars license plate. It only 1 second clip that you can see. Thx
