Is it true that they fine you if the driver at the departures area gets out of the driver seat?

Apparently there was a lawsuit where a family went to the airport, once they arrived and were in front of the entrance of the Door- the dad went out of the vehicle to take out the daughters luggage from the trunk. Cop was calling him but the dad didn’t hear the officer. Eventually he got hit with a fine from a cop and so on.

I’ll be going with my family to the airport tomorrow but I’ll just be dropping them off. I do have tons of driving experience all over town but I still let them takeover the wheel just to save me the trouble. Now since I’ll be in the passenger seat up until we arrive to the airport, can they f us over just because there will be a new driver (me) operating the vehicle
