How many cars from the same owner are allowed to park on a residential street?

I live on 12th street. It’s a street with beach access. A man who lives In my condo complex has 6CARS! He takes up both guest spots, and 3 street spots. Most times he won’t even use his parking spot just so he can “save” it for when he needs it I guess. I’m so sick of it. I have/guests have to park 10 min away since the street is always full from HIS cars. Is there anything I can do about this?
