Have people forgot how to use public bathrooms in Pompano Beach, especially Costco?

I have been to other cities in the US but for some reason, public restrooms in or near Pompano Beach are always so messy. Cleaning staff just can’t keep up. Don’t people know how to flush the toilet, throw paper towels in a trash receptacle and not poop and pee on toilet seats and the floors? I would hate to see what people’s homes are like!!
