Air traffic control “issues” at FLL

Does anybody know what this means? Short staffed? Something else?

Just flying home and the pilot gets on before we push back to say that we are going to take off on time but there are "air traffic control issues" at FLL and we will have to sit on the runway for an hour and a half when we land.

I fly quite a bit and this was a new one for me.
